These people are able to cause you to expend an enormous amount of your energy keeping track or monitoring what they are doing. When employees control a leader's attention for disruptive reasoning, the power being used is inappropriate and dysfunctional.
So how might they stop this inappropriate action. The answer is all too very simple but also too scary for most lead ....
